The Federal Ministry of Education currently
manages 102 Unity Colleges spread across
Nigeria. The PPP initiative will ensure the
effectiveness of Unity Schools by bringing
together various stakeholders in the Education
system to deliver innovative solutions to the
problems of poor school management, academic
under-achievement and poor utilisation of public
financial resources.
The PPP Initiative is not a sale of Unity
Schools. Rather, it will foster strong
governance, based on partnership between
the Federal Government as the main
financier of these schools and nongovernment
organisations.
ROLES OF GOVERNMENT IN THE PPP INITIATIVE
Government's role will change from the management of education, to that of:
- Enabler and facilitator of the system
- Standard-setter through law, regulations and
guidelines regarding policies, minimum
standards, etc
- Primary funding provider
- Regulator and inspector to ensure
maintenance of minimum standards
- Asset owner of land and physical
infrastructure
ROLES OF NON-GOVERNMENT PARTNERS
- Operator and manager of schools
- Mobiliser of non-government funding to
augment resources provided by Federal
Government
- Responsible for achievement of standards and
goals
WHAT IS SMO?
This is a School Management Organisation,
whose function is to manage the academic
and administrative affairs of the schools.
