The Community Accountability & Transparency Initiative (CATI) was established by the Federal Ministry of Education to effectively monitor monies disbursed by the Federal Government to State and Local Governments for schools in their locality. This is done through the Universal Basic Education Commission (UBEC) which monitors the State Universal Basic Education Boards (SUBEB) to identify which States have received/receive disbursements from the FGN-UBE intervention fund.
The CATI Report (which will be released periodically) is a comprehensive report on the state of Primary and Junior Secondary schools in Nigeria. With the release of the CATI Report and web pages, indigenes of each state of the Federation can compare infrastructure in schools with monies disbursed.
The status of the schools was assessed through the following programmes initiated by the Ministry: Operation Reach All Primary Schools (ORAPS) and Operation Reach All Secondary Schools (ORASS).
The support of citizens is encouraged in ensuring that funds are managed effectively and feedback may be made via www.fme.gov.ng/cati/feedback
Hard copies of the CATI report can be obtained from the following locations: Federal Ministry of Education, Universal Basic Education Commission (UBEC), Joint Consultative Committee on Education (JCCE) office, State Ministries of Education, Federal Information Centres all over the country, State Universal Basic Education Board (SUBEB) offices, & State offices of the National Orientation Agency.
