Mission

To manage and control the Ministry’s financial resources in accordance with the laid down rules and regulations, rendering both management and statutory accounting returns and installing a result-oriented and fraud-proof accounting system with constant focus on effective Service Delivery

Objectives

• To install a sound financial system for a prudent management and control of Ministry’s resources in order to promote probity, transparency and accountability.
• To provide management with periodic statutory financial statements for decision making.
• To continually improve on the Ministry’s accounting system, motivate and develop professional human capacity building  ICT, for effective and efficient Service Delivery.

Activities from January 2008 to Date

The Department prepared the 1st and 2nd quarter Recurrent Cash Flow for consideration and approval of the Funds Allocations and Budgetary Committee.
The Department successfully conducted the 4th quarter 2007 Monitoring of Revenue to schools and Parastatals under the Ministry. Plans are underway to embark on the 2008 monitoring exercise.
The Department successfully conducted a 1 day workshop on Effective Budget Implementation and the New Procurement Act for Heads of Tertiary Institutions and Parastatals as well as Directors of Physical Planing and Bursars. It has also concluded plans to run the same for Principals and Bursars of the 102 Unity Colleges.
The Department is currently working in collaboration with the PPM&R Department and the Budget Office of the Federation on the Ministry’s 2009- 2011 Medium Term Sector Strategy (MTSS) as a prelude to the 2009 budget exercise.
The Department has issued the year 2009, Internal Budget Call Circular to the Departments, Institutions and Prostates under the Ministry, for pre-budget discussion between 11th – 22nd August, 2008.

2008 Appropriation of Releases

The total Appropriation for the Education Sector in 2008 is N220,974,830,792.00 representing N147,967,463,806.00 for Personnel Cost, N189,330,821,393.00 for Overhead Cost and N52,325,688,192.00 for Capital.
The Main Ministry’s total allocation for the year is N7, 887,601,388.00 and the detail is as follows:
Personnel Cost:
The sum of N2, 722,724,532.00 was proposed for the main Ministry and the same was approved by the National Assembly. Since the introduction of the Integrated Payroll and Personnel Information Systems (IPPIS), salaries and allowances have been paid directly into the Accounts of Officers.

Overhead Cost:

The Ministry proposed the sum of N1,700,000,000.00 as its overhead cost for 2008 but only the sum of N890,000,000.00 was approved which is below what was approved in 2007. That is N814, 000,000.00 short of our requirement. The sum of N832, 500,000.00 has so far been released to the Ministry for 1st, 2nd and 3rd quarters 2008.

Capital Allocation:

While the Ministry proposed N5, 368,076,856.00 the National Assembly approved N4, 274,876,856.00, 75% of the appropriated sum has been released to the Ministry.

Accounting for Unity Colleges and FIS

Bursary Departments in the 102 Unity Colleges and the (37 No.) FIS and  Zonal Offices headed by Journal accountants.

The activities of the Basic and Secondary Education Department include:

• HIV / AIDS Monitoring and Evaluation plan developed and finalized dtraft copy produced;
• 85 Teachers trained to step down family life HIV&AIDS Education Curriculum in three states.
• Implementation of the New National Strategy for Education of Persons with Special needs;
• Mainstreaming of HIV / AIDS Education into the school curriculum which has received nationwide acceptance; training of peer educators and the establishment of Anti-AIDS Clubs in Primary and Secondary Schools;
• Coordination of the annual assessment of the consumption of iodiozed salt in Primary schools nationwide to ensure the development of higher IQ of children for improved educational outcome;
• Annual meeting of Principals of FUCs and meeting of Federal Science and Technical College (FSTC) Principals;
• Development and production of identification matrix and capacity building on the education of Gifted children;
• Sustainability of Gender Education Project (GEP) in 15 Northern and 5 southern States;
• Development and implementation of guidelines for the establishment of School based Management Committees in all FUCs for effective school efficiency/governance;
• Development of Skilled-Based teachers manual and pupils text on Nutrition Education for Basic Education level on Child survival in line with the Nutritional School Health Policy
• Development of training manual on the Nutritional Guideline for school meal planning and implementation;
• Capacity building of teachers and other Managers of school meal services on the use of the training manual on the National Guideline for school meal planning and implementation;
• Maiden edition of Scrabble competition among students of the 104 unity schools;
• Development of Craft manual for teachers;
• Development of School-based protocol for learners inclusion Effective participation and gender Equity in planning and implementation of School health programme;
• International Training on strengthening school Health Nutrition and HIV programme organized by Partnership for Child Development (PCD), London held at Noguchi Memorial Institute for Medical Research, University of Ghana;
• Workplace sensitization of FME HQ Staff on positive thinking for effective output and production;
• Production and Dissemination of Psychological Tests for  use in FUCs;
• Development of Instructional materials in mathematics, Primary science and Creative Arts;
• In-house workshop on skill acquisition in Arts and Crafts for FME staff;
• Assessment and placement of Special Needs children in appropriate facilities nationwide;
• Autism awareness and observation of persons with Special Needs Day aimed at sensitization for improvement of Special Needs Education;
• Supervision of the examinations of Women literacy centres and award of certificates to graduating leaners in Women centres;
• Capacity building workshop for teachers with Special needs;
• Support of second chance educational centres for young girls/boys/women that dropped out of school;
• Collaboration with NMEC for acquisition of Basic Literacy skills and ICT and support Business Apprenticeship Training centres (BATCs);
• Capacity building workshop on the teaching of French language in schools;
• Awareness campaign, screening and vaccination of students of FUCs against Hepatitis ABC;
• Repositioning tour of FUCs (Zwigina committee);
• Audit of Capital Projects in FUCs to determine on-going, abandoned and completed projects;
• Supervision / monitoring of Junior Secondary Certificate Examination nationwide;
• Planning of Bi-annual review meeting of standardization / harmonization of basic Education Certificate (BECE) to ensure smooth take-off of the BECE;
• Planning workshop on Development of diverse learning methods / handbook for JSS teachers;
• Running of the Model Resource Centre / Creche for practitioners/stakeholders to base their practice on;
• Monitoring and supervision of Daycare / Nursery Centres for quality services for children;
• Advocacy and sensitization activities to ensure increase in access to early childhood care;
